run_rc_script not found

This system was rock solid for over two years. While trying to do a pci pass through of cd0, I started getting KDB errors. After unsuccessfully trying to fix the problem, I did a clean install, reformatting the disk. When booting, I get the error as shown in the photo. I can boot to single user and sure enough, there is no run_rc_script. Booting to safe mode does not help. I would greatly appreciate any help.

Thats not enough info to guess what might have gone wrong, we will need earlier logs.
Perhaps recording a video or grab "dmesg -a" after boot.

Did you have custom rc.conf parameters?

I got everything working. I successfully installed TrueNAS 11.3 and then did an upgrade install to the latest 13.0. It doesn't seem to be worth the effort to try a clean install just to gather more info.
