Not with all cases. Many are configurable from ATX to Mini-ATC and to uATX, but you would need to check your case to know for sure. The case is after all over 10 years of age so that may not have been included. Most cases are adaptable these days.Yes smaller form factors fit, just mind the stand off positions. I haven't see a atx case that didn't fit a smaller size.
As for Clean Install... What do you mean? A clean install on a boot drive or copying your data off, wiping everything and starting over from scratch?
My advice it no moving to SCALE just yet. Give it a few more months to work out some bugs and become more reliable. Look at the SCALE bug reports to get an idea. CORE works well, why mess with it. But there are threads on this topic, no need to rehash everything here again. As for the low power replacement computer with 12 HDDs, that is not low power as previously indicated. I would recommend you consider replacing the drives with a few 6TB HDDs or maybe even 8TB to reduce power consumption, a nice 4 HDD RAIDZ2 is what I run with 6TB drives. It has what I need. Remember one thing, larger drives are not always the best choice, but you could grab three 18TB HDD and make 3-way mirror. That is ~17TB useable space and lower power consumption.
