And some more digging (I was looking for the review article from servethehome) revealed a different problem with the Mikrotik switch:

Servethehome used the Mikrotik CRS305-1G-4S+IN in a lab build and ran into some issues with the S+RJ10. They wanted to use 4 of them but while even all modules where recognized only 3 of them would work. They think the issue was not enough power for all 4 modules but couldn't verify it. You can find it in this article from servethehome in the section "Some Downsides of the Mikrotik CRS Platform".

So heat might not be the real issue ;).

18w is allowed. The external PS is allegedly good for 19W, so the gating issue might be the PS chips on the PCB.

it’s a nifty, inexpensive switch if your infrastructure is optical and you don’t need a huge number of SFP+ ports to be served. I use one for that purpose in my home and am happy with my purchase.
