In most cases, the reason for this is that you are using hard drives which, previously, had another operating system on them. Therefore, there is an old "partition table" on the drive(s). It is possible for the presence of the old partition table to be a problem in formatting.
The solution: Use a partition-level utility (e.g., diskpart in Windows, you should be able to Google for an appropriate tool) to completely delete/remove all pre-existing partitions on your drives. Then, you should be able to format.
