Problem with the board

Hello, I am having a problem with the motherboard. I can't access the bios and just stop at "Initializing system...". I tried changing the ram to another slot, replacing the CMOS battery, but there was absolutely no response. I checked the CPU and ram and everything is normal.

Does anyone know what could be wrong with the board? I am using Asrock E3C224D2I. Thank
