On a wild hunch, are your 12 x 16TB drives SATA?
And have you plugged the SAS cable(s) into the lower EMM?

OMG i just noticed Dell have removed SATA compatabillity from the MD1400! FFS... i run MD1200 at work with Sata drives in and that works fine. so i just assumed that the MD1400 would also have the same skill set. my god all my frigging about it because of that! unbelievable.

Right so i have just ordered a MD1200 Enclosure and a SAS 8644 to 8088 cable to be able to connect the MD1200 to my LSI 9300-8e. lets see if that works. fingers crossed!

@mrmorg - Weird. Generally SAS enclosures also support SATA drives. But, SATA drives only have a single path, thus my question about the EMM. Only the upper EMM would work with SATA drives, (if I understand it correctly).

It's possible that the SATA drives you have, use the newish feature of "Power Disable". If the slots are wired for 3.3v and the drives use "Power Disable", then the drives won't power up unless you have pin 3 of the power connector blocked off. Either at the drive side, or chassis side.

In any case, good luck.
