Poweredge R720 Fans not cooling properly

Hi,
I'm a bit of a noob at this server stuff, so go easy.

I've got a Dell PowerEdge R720 2 x Xeon E5-2670 2.60 GHz -16 Cores – 128GB – 8 x 6TB 6Gbps. I've replaced the SAS unit with an IBM M1015 flashed to IT mode. It's got a Fujitsu 64GB SATA DOM as the boot drive and Freenas 11.2 U5. I've configured a share and everything seems fine.

I can access the iDRAC on an IP address I set in the BIOS and although I don't really know what good that will do me, I can access it on that IP.

The problem is temperature. At idle the CPU temps are at 63 and seem to climb slowly. I left it on for a couple of hours yesterday and I noticed a warning from the hard disks. One was at 56 degrees! I shut it down straight away. When I started it today the disk temps just seem to climb from 35 and keep going.

The fans don't seem to be responding to the internal temperatures at all. It is nice and quiet, but it isn't cooling properly. I looked at the thermal section of the iDRAC BIOS, but I'm not sure I understand how to get the thing to cool itself properly.

Help required.
