plugins wont install at all

I'm using version 9.10 stable, but all the time I try to install plugin it fail, when I check the Jail, I find nothing created.
when I check the storage, I find picture like below some jail dataset created. What could be the issue

I managed to solve by installing plugin manually, download from http://download.freenas.org/plugins/9/x64/
and use upload function.
