Looks pretty good. I would prefer to go with a higher quality power supply. https://forums.freenas.org/index.php?threads/proper-power-supply-sizing-guidance.38811/

Also, avoid using the Marvell ports on that motherboard, I have heard of many people having issues with Marvell controllers.

Upgrade the power supply - SeaSonic being the usual choice.
Why not run one of the highly-recommended Supermicro MBs rather than the Asrock?
Finally, keep in mind that this build will not give you 24TB usable. Per the calculator (https://jsfiddle.net/Biduleohm/hfqdpbLm/10/embedded/result/), accounting for overhead and the 80% rule, you're looking at 17.18TiB.

Not 100% sure, but E3 Xeons don't support registered RAM...
You need unbuffered DIMMs.

Also do not use Kingston RAM.

I also will say to go with a Supermicro board instead.
