Purpose: FreeNAS Media Server on a ZF2 raid for 24TB usable (Plex Server) with my Chromebox (client) using Kodi player w/ Plex plugin.

Upgrade the power supply - SeaSonic being the usual choice.
Why not run one of the highly-recommended Supermicro MBs rather than the Asrock?
Finally, keep in mind that this build will not give you 24TB usable. Per the calculator (https://jsfiddle.net/Biduleohm/hfqdpbLm/10/embedded/result/), accounting for overhead and the 80% rule, you're looking at 17.18TiB.

Not 100% sure, but E3 Xeons don't support registered RAM...
You need unbuffered DIMMs.

Also do not use Kingston RAM.

I also will say to go with a Supermicro board instead.
