Permission denied to root user

I am actually trying to increase the upload size limit for nextcloud, running in my truenas. I tried to access the files as in one of the threads, but I get this message:

is it a permissions issue?

The permissions issue is that the config file is not executable, and you've tried to execute it. You presumably want to edit it, so you'd start you command with the name of an editor like nano or ee.
