OpenVPN not working in Jails after upgrade to 13

I have several jails working under TrueNAS-12.0-U8.1 3 of which use OpenVPN. These have run successfully for several years and versions of Free/TrueNAS. Having upgraded to TrueNAS Core13.0-U2 the VPNs stopped working with the error

Sep 18 15:17:12 <jail> openvpn[16664]: Cannot allocate TUN/TAP dev dynamically
Sep 18 15:17:12 <jail> openvpn[16664]: Exiting due to fatal error

I reverted the boot environment to 12.0-U8.1 and all is well again.
Any thoughts?

I ran into something similar when I upgraded to 13.1 and upgraded the jails as well. Actually not so similar because the jails stopped working and I couldn't access them.

Jail inaccessible after upgrade

Upgrading a jail to 13.1 seemed to go well, but lately I found it is actually broken. Nothing works in the jail. The WebGUI shows it runs and all seems well. But when I try to SSH into it or use the GUI shell, I get the following output. The shell then gives no prompt and the screen is...

You could run 13 on the main TrueNAS, but "upgrade" your jails to 12, as suggested by @Samuel Tai . That worked for me. But ultimately I recreated the jails in 13.1 and trashed the old ones, and that worked fine.

I have just rebooted the NAS to TrueNAS-13.0-U2 and it now appears to be working correctly!
I will try upgrading some of my other jails and report any issues.
