old plugins won't die

I have a strange problem where old plugins won't die. I had a great system up and running, but I didn't have a config backup. I installed the a new OS on a new USB drive. I have plugins/jails from the old OS running, but they don't show up in the UI. I'd like to keep those plugins/jails, but not have them start. Where on my hard drive are the files that control what runs on startup? What file should I edit to stop those jails/plugins from running?

Which version did you install? If it was in the 11.2 series, refer to the Updating Existing Jails or Plugins section of https://www.ixsystems.com/blog/library/freenas-11-2-release/.
