Not able to set permissions on Top Level Dataset as of U2

After I updated to U2, I noticed that i can no longer set permissions for top level (or single level) datasets within a Pool and I cannot seem to figure out why. Did something change or am I missing something?

Anyone have thoughts on why?

Maybe this is a bug and I should report it?

Any thoughts or suggestions? This loos to be a change in the latest version and it is causing a number of issues for a couple of my installations.

This isn't how it works. You have something different setup or some setting preventing it from working.
