Can anybody confirm that the latest plugin update 20.0.1 also updates MySQL to 8.0?

Maybe because almost everyone uses mariadb these days ;-)

And the plugin uses postrgresql afaik

No clue about the plugin but Nextcloud 20 does require MySQL >= 8.0, so that's what I run in my jail.
You need to run mysql_upgrade of course, and if it doesn't start up right away, look into you .err file for any incompatible statement in your my.cnf and just remove these.
