New ftp user authentication problem

Freenas: 0.7.2 Sabanda. Free BSD 7.3 Release p2

I have created a new ftp user and am unable to connect to it. I get the message "Login incorrect"

I have double checked even changed the password, but no luck. I have made sure that I have applied the changes and that the user is designated as ftp group.

I have set up many users in the past but it has been awhile, am I forgetting a step?
