Near identical machines / different powerd results

I have two near identical machines; but POWERD seems to run differently. For some reason the processors in machine 1 like to run about 50C rather than 40C.. and this causes terrible fan noise!

The only difference *I have found* is the amount of memory and the types/number of CD drives. BIOS settings are the same for both computers and the USB OS is in the same port.

Machine 1: Primary, 12GB

Machine 2: Backup, 4GB
RSYNC enabled (i haven't gotten around to setting up replication)

BOTH:
APF/CIFS/SMART/SSH are enabled on both.

Set Sysctl min power states:
Proc 0: C2
Proc 1: C3
Proc 2: C3
Proc 3: C3

Powerd: ticked.

it looks like are settings and diagnostics are correct. Any thoughts or suggestions to reduce power usage? or turn on CPU scaling?

ps... i replaced the silicone based thermal compound between the processor and heatsink/fans with silver based compound.

i have also turned off powered then turned it back on with: powerd -a adaptive -b adaptive -n adaptive -i 70 -r 80

and the idle temperatures are now:
dev.cpu.0.temperature: 48.0C
dev.cpu.1.temperature: 47.0C
dev.cpu.2.temperature: 56.0C
dev.cpu.3.temperature: 56.0C

but my other machine has 40-45C
