Currently i have a smallish NAS setup that is moving into a bigger system as part of this move I'm switching from USB to SSD boot devices. I want to clarify that i have understood the process correctly to preserve my settings and jail setups

I believe the correct way is:

1. save configuration on old server
2. install freenas on new machine
3. move drives from the old machine to the new machine.
4. import pools.
5. import configuration.

have i understood the procedure correctly?

Yes.

But you don't need to import the pools, the config import will take care of that ;)
