From root, I have set up a few users on my linux based freeNAS server located on a fixed IP address and using the GUI interface by typing the IP address from Firefox on a Windows 10 computer. But when I log out as root and get the log in menu again, it will not accept my user name /passwords that I set up. I get an invalid username or password error message. I can log in as root with no issues, though. I even went in through shell and set the user password that was as well using linux command lines. Is there a restriction on users or client location that I am not aware of?

The FreeNAS GUI is exclusively for the use of the root account. There's nothing there for a user to do.

If you want to delegate access to multiple admins, you can look into using TrueCommand, which has a role-based access system which handles the "sharing" of the admin of the FreeNAS systems it manages.
