I have 12 users in my office and I am trying to create a unique account for each one of them on the server.

I created my zfs volume /mnt/freenas

I created my windows share /mnt/freenas

I edited the CIFS service "Enable home directories" checked

I then create users and give them the home directory of /mnt/freenas/user-name

I see the folder but can't login. What am I doing wrong?

When you try to access the folder, are you prompted for a password? Or does it just says you don't have the rights?
Are the login and password of the user you created the same as those to login into windows?
If not, try right clicking the share, choose map network drive and make sure check the box saying to use different credentials. Sometimes you need to specify the name of the nas in the username field. For example: you have a user 'Bob' and a NAS named 'MyNAS' then you can use "MyNAS\Bob" as login.
