iSCSI -> ESXi 6.7: readonly from a certain number of disks?

Hello all,
I'm using FreeNAS-11.3-U3.1 with the latest patchbuild against a VMware ESXi-6.7 (latest patchbuild).
My FreeNAS Hardware is 24 x SM883 Enterprise SSD 1.92TB.

Problem:
When i create a pool over 24 ssd´s (z3) and present a zvol (no matter what size) to the esxi, i do a rescan in esxi and i can see the lun with the correct size. when i try to create a vmfs-volume with this lun, it ultimately fails with the message that i have no access. It seems to be "readonly".

I have tested a lot and found that the problem does not arise when I bind a maximum of 19 ssd to a pool. From the poolsize >= 20 ssd the problem appears reproducibly again.

Can someone help? Is this a FreeNAS-bug?
