Is being unable to su when root password login is disabled expected behavior?

It seems that if "Disable password login" is checked for the root user, I am unable to su to root from a normal user via ssh. If I uncheck it, I can su without any issue.

Is this intended behavior? Might be my newbness showing...

Thanks. Is there a way to pass the root ssh key in this instance to allow the su?

No, not unless you're logging in directly to the root account. su doesn't use ssh's keys.
