ipfw processes burning CPU

Upgraded to FreeNAS-9.2.1-RC-83ae0c1-x64 and now I get multiple ipfw processes constantly running.

I noticed things were sluggish and that CPU was at 100%. I looked at system processes and saw the two ipfw processes. I've seen as many as seven. I reboot and they come back.
