Installing Plex Server Hangs

You could. You just need to command into the jail. but if nothing is showing up in the jail shell, I'm not convinced you'll be able to get into the jail using the main shell.

Yes; you can change it to whatever you'd like.

default netmask for most home routers.

auto run is up to you, if you'd like this jail to start automatically when the system starts up or if you want to enable it manually.

This IP needs to be static it's how you'll log into your PLEX webserver.

The IP address needs to be unchanging. Static is one way to achieve that. A DHCP reservation is another. Either one will work.

It should have been created when you first installed FreeNAS. How is your system running if there isn't an interface assigned to it?
