igb driver issue in 9.10 boot image 201606270534 - no carrier

When booting to that image, igb fails to detect carrier. Error during boot is "i give up" when trying to establish a link. Once the system is booted, spawning a shell and running ifconfig igbX down then ifconfig igbX up establishes connection.

Rolling back to boot image 201606072003 does not exhibit this issue and boots normally.

When I first started running FreeBSD back in the 4.x days, I had a kernel panic that said something along the lines of "I'm sorry, something happened. I don't know what, so I just stopped everything." There may have been a "please forgive me" or something in there as well,but it's been a while.
