Good start is that we've established that both machines are sitting in the same 192.168.1.0/24 network.
In the "Advanced IP Scanner" screenshot can see that 192.168.1.18 is reachable, and the WebUI also looks to be accessible (HTTP, nginx).
What happens when you try to browse to http://192.168.1.18 or https://192.168.1.18?

now can you arp -a from your desktop. I bet you dont see .6, .11, .12 . Im just guestimating at this point since i cant see your switch configs, that you have a VLAN issue.

P.S. Windows Key + Shift + S Key at same time are your friend. Stop using the cell to upload photos :) Just copy and paste !

Edit: What is 192.168.1.11? IF it is a switch, is it a wireless access point? IF so, is it set in router mode or access point (passthrough)? also on laptop verify you are not on a guest network, as guest networks are usually default configured to not allow LAN access.

So you have multiple routers on the same network? If that is the case The easiest thing you can do is just bridge your downstream routers and let your primary router handle all the DHCP request and VLAN configuration

Please post a diagram of your network and IP adresses, netmasks and defaulrouter settings of all three systems (TrueNAS, working computer, not working computer) involved.

If you are able connect your laptop using LAN, I believe you will be able to sucessfully reach the WebUI.

@Davvo Possibly the netmask on the TN host is too narrow so it can communicate with the PC only but not the wireless laptop. That's why I asked for full configuration of everything.

@madvet Another possible cause: does your ISP router/access-point permit wireless clients to communicate with devices on LAN at all? Is there a feature named "client isolation" or similar? Is it activated?

I don't speak networking, but I had understood your intention :)

Sound like, as @Patrick M. Hausen has indicated something like client isolation on the WIFI. This is where the WIFI client is only allowed to talk to the gateway, and not to other devices on the LAN
