All my hdds are in one single pool and are only 7% full, but at the same time they all spin without stopping.
What should I do to make the disk spin up only when accessing files via smb?

We have no idea as you have failed to post both your hardware and even what version of TN you are using.
Please see forum rules!

The effect of spinning down HDD's is widely discussed with little consensus as to whether its a good idea or not. Constant spinning down and up put extra wear and tear on the drives, shortening their life (probably). If however you only access your drives once a day then spinning down probably makes sense. There must be a break even point somewhere where the extra wear and tear is balanced by the reduced cost- but no-one knows where it is

I thought I made the wrong configuration and the hardware had nothing to do with it

TrueNAS-SCALE-22.12.4.2
Intel(R) Core(TM) i9-10900KF CPU @ 3.70GHz
31.2GiB RAM
4 x WD Red 8TB

Hardware is (almost) always relevent.
Yours isn't complete - what are you booting from? What motherboard?

What specific model of WD Red are those?

By default TrueNAS does not power down drives. You have to tell it to - with somewhat variable degrees of success

thanks, I found the solution
1) transfer system dataset to boot-pool
2) move applications and VM to a separate sdd pool
