Grant access to the user portal

In FreeNAS 0.7, it was possible to grant access to the web interface to users other than the admin. It was a checkbox on the user settings page.
These users would see a minimal web GUI where they could change their password.
It would be nice to have this feature in FreeNAS 8 as well.
