Display output not switching to GPU#2 when booting and isolating GPU#1 for VM

Asrock M2 VGA Siliconmotion SM750

My Asrock M2 VGA is installed on the m.2 slot closest to the CPU. This is the slot that is controlled by the CPU and NOT the chipset. The 5700xt is installed on the very first PCIE 16x slot, closest to the CPU.

Inside of Truenas, I have the 5700xt setup for GPU Isolation. I have a WIn10 VM using this GPU for video rendering. When the system starts, the motherboard appears to prefer outputting a display signal over the 5700xt, and as Truenas boots then isolates the 5700xt for the VM, the output stops. However, Truenas doesn't seem to switch to the Asrock GPU.

I've checked and made sure the Asrock GPU works, by removing the 5700xt and booting. I confirmed Truenas does use the GPU to output a signal. And if I do have the 5700xt installed, I see that Truenas detects both GPUs because I have the option to isolate either one.

Is there an additional configuration step that I am missing?

I think you need to check your BIOS preferences to set the proffered video adapter.
