Different behavior depending on where I start server

In a jail. When I do;

openvpn --config /usr/local/etc/openvpn/openvpn.conf

standing in any other directory than /usr/local/etc/openvpn I got errorcodes. For example it's impossible standing in /etc or /usr/local/etc/rc.d/ I assume this is something with freebsd? Can anyone explain for me the diffence doing this command depending on which directory one is standing? At the point I am logged in as root. Don't really understand the difference cd...to a directory makes with a command like that.

some programs use the current directory for things like their data-directory. this is why I always run things using an init script which usually factors those things in.

does openvpn not come with an init script in /usr/local/etc/rc.d?
