Got a used Dell Precision 5820 for a new TrueNAS setup
Dell 472R4 Motherboard
Xeon W2133 Processor
32 GB SK hynix ECC 2666 RAM
2X Seagate IronWolf 8TB Drives (Intended Mirror Pool)
1X Crucial P5 Plus PCIe 4.0 NVMe M.2 SSD (500GB)

Bios shows all 3 drives (2 SATA, 1 PCIe), but when I go to install TrueNAS-13.0-U5.2, the PCIe drive does not show as an available target for the installation. I only see the 2 8TB drives and the Generic SD card reader.

I have ACHI set in the bios if that matters.

Ideas?

You need be able to see the NVME with lspci in the installer.
Are option ROMs enabed for the NVME?
PCIe bifurcation settings?
UEFI/legacy booting?
Secure boot disabled?
Check the kernel logs with dmesg ?

You could try installing onto a USB, and then looking again from the shell when you have a full TN installed on the USB.

Disable Intel VROC in Bios. Even with no VRoc hardware key those precision 5820/7820/7920 are often set to VROC at bios standard settings.

I tried adjusting all of the settings I could think of that might affect the issues I’m seeing with the M.2 card. I also tried using a PCIe card adapter, and a regular slot, and I was able to select the M.2 drive as a target, but it did not function properly and failed to boot. I gave up on the PCIe approach and installed a 1TB SATA SSD. Everything is working as it is supposed to now with the SATA Drive. I’m considering the issue closed because, IMO, the juice isn’t worth the squeeze to investigate further.
