Decrease Pool

I have a disk pool that has that has 7 raidZ1 sets of 4 disks.

with the magic of raidz and stuff, am I able to make it 6 raidZ1 sets? basically reclaiming 4 disks so I can use them elsewhere?
The pool is only using 28% of space.

No. Only mirror vdevs can be removed—provided there are ONLY mirrors, and no raidz#.

To remove raidz vdevs you have to backup, destroy the pool, recreate it with the new geometry and restore.
