CUPS web authentication error: "root" has no password!

I have installed CUPs into a Port jail on FreeNAS 9.2.1. I can get to the web console administration tab. As soon as I click on the "Add Printer" button I get an "Authentication Required" popup. When I enter "root" and the root password the popup goes away and then comes back empty.

Looking in the error log I see this error:

cupsdAuthorize: Username "root" has no password!

I have tried various combinations of settings in the cupsd.conf with no luck.

Any help would be greatly appreciated.
