For your information,
I understood why I could not create a link aggregation from the web interface (initial subject of my post).
In System > General > Web Interface IPv4 Address, 0.0.0.0 was unchecked and the static IP address was checked (example 192.168.1.35).
When I tried to create the lagg0 (example 192.168.1.40), when I save the changes, there is a message saying that the parameters will be tested for 60s. When we validate the test, we are disconnected and we must then reconnect with the new IP address (here 192.168.1.40) and validate the changes.
Except that if "Web Interface IPv4 Address" is not on 0.0.0.0, the web interface is accessible only at the old address (here 192.168.1.35). At the end of 60s, if we did not manage to connect with the new IP address (here 192.168.1.40) to validate the changes, it is the old address (here 192.168.1.35) which is operational again.
Therefore, it is absolutely necessary to be in 0.0.0.0 to make static IP address changes.

In my case, it's when I reset my configuration that I could create the link aggregation from the web interface.
