CPU Reporting in percent, inverted?

Simple question.
Is the option-toggle for "Report CPU usage in percent" inverted? Reading it, I would expect the percentage be reported when the toggle is active. However, it seems to be the other way around. See the screenshot for example.

Or am I making a mountain out of a mole hill?

This is a bit of UI inconsistency. The Reports Config section is for off-box reporting, not for the on-box RRD graphs.

fair. However, changing the toggle switches the graph in the UI.. So they are linked still
