I struggled throughout the morning with a new install (9.2.1.1) which I had been using in the lab today. After concluding iSCSI testing I was planning to reproduce my tests using CIFs. That's when I found that the service would not start. Searching this issue on the forum and elsewhere led to plenty of clues and similar issues, but none of the bug reports and satisfied users I read about resolved my issue. It seemed that most users were dealing with a previously working install (CIFs Service) that started failing after some event or change. In my case the service never started successfully to being with. There were a lot of references to deleting files and symlinks which didn't even exist on my system. I understand now that my regular building/rebuilding of pools is what lead to my problem.
After a bunch of reading and searching I became familiar with the "system data set" concept.
Go to: system >> settings >> Advanced
At the bottom of the page there is the option to set your system data set pool.
After selecting my only pool I was able to start CIFs for the first time.
