SOLVED Can't update from 11.2 U2.1->U3

I have two FreeNas servers . One updated just fine but the other one refused with the following error:

Cannot remove file /usr/local/lib/python3.6/site-packages/cffi/cparser.py

Any suggestions

Update: Had to do a fresh install and upload system conf to fix this. Upgrade from USB was not sufficient!

1. read the forum rules, particularly the part about including hardware infos: Forum Guidelines (Read Before Posting)
2. reboot first and try again.
3. upgrade from ISO.
4. save config, install fresh, upload config

Yes i tried a hard reeboot. I know that a instal from scratch and an upgrade from ISO porbably would work but was hoping for a more informed suggestion to avoid these oprions.
