Can't stop the CPU fan to rev up and down on Supermicro X9

I have a supermicro X9SCL+-F. The Cpu fan is a noctua 120mm plugged in FAN 1.
When the system boots, the fan stays at ~400 to 500 RPM. Then after a couple of days, it goes up and down between 675RPM and 1350RPM non stop.
I have installed ipmitool and changed the limits as below (I still can't get the fan to stay stable):

Any help to get this behavivour to stop would be most welcome. Also I'd love to get an explanation on how the " Positive Hysteresis" and "Negative Hysteresis" work.
