installed 8.3 over a year ago and was working great. OS hard drive failed. Reinstalled 8.3 on new hard drive and tried to setup. Loaded the same as before but FreeNAS will NOT accept any input changes, such as update time, change admin password or change access ip address. After entering the first time admin password and hit save the system just goes into a never ending "Loading" display. Does not accept the admin password, (admin password red alrm light still on) Enter the local time in the setting tab but will not accept. Always returns to default. Tried inputs from GUI and direct from NAS computer keyboard. Nothing is accepted, thus cant setup anything.

You sure it was just a hard drive that failed and not something else causing problems?

I've never seen a place to enter the local time... you can set a timezone, but that doesn't "set the local time".

What browser are you using? IE is very broken with FreeNAS.

If it won't accept direct input from the FreeNAS console, I wonder if you have other hardware problems. Did you have an event like a power failure or ... that caused the issue? If so, perhaps your memory has been damaged. Download MemTest 86+ and run three complete passes on your system. It'll take some time to run.

Also let us know more about your hardware. If you using ZFS on FreeNAS, do you have a minimum of 8Gb of RAM? Weird things can happen if your hardware doesn't meet the minimum RAM requirements.
