Cannot destroy zvol - "dataset is busy"

I've been trying for some time now to delete a unused zvol but every time I try to destroy it, I just get an error saying "[EFAULT] Failed to delete dataset: dataset is busy"

I've read a few posts when searching on google about making sure there are no shares and to disable the share services. So I stopped all my jails and VMs plus the NFS and SMB services but it didn't work.

I tried restarting the server but nothing changed.

I am running 11.2-RC2 and I've been having this issue since RC1.
