Cannot access new folder unless recursively apply permissions

I have a few different users who each have a home directory setup as smb share. I have Full Control and the user is also setup for full control. If I add a folder from my PC the user is not able to access that folder unless I recursively apply permissions. What is going on?

I think I fixed it having only owner permission on the owning user was not enough. I has to replicate the permission. Having both seems to work.
