Asrock rack e3c226d21 not powering on.

Brutus recently became hard to power on after a couple of power failures. Power button would do nothing even though leds on board were lit. I could jumper the power supply and hit the botton and it would catch but that failed to.

New power supply showing same problem and a standby Seasonic 700w as well.

Reseated ram
removed plugs for Sata power
Cleared bios.

Fan for supply will not kick in and boot. Since I do see some evidence of life (BMC led and power plug led) I'm not sure whare to go further in diagnosis.

Any help appreciated.

First try this: Unplug power supply, wait some seconds, press power button and keep it pressed for 5-10sec, let the system rest without power over night. Next day plugin power I see if it worked.

Better: Do diagnosis. (1) BMC has usually a "system health page" it is worth a look. (2) System speaker connected? If Power-on-self-test fails it will beep certain signal code. See: https://en.wikipedia.org/wiki/Power-on_self-test
