Some official apps not allowing to change location after I set it up at installation.
Location settings and path are grayedout. Is there a way to change it?

this issue should've been fixed in 23.10.1 however that is not the case for me.
You don't have 23.10.1; it hasn't been released yet. What's been released is 23.10.0.1.

Ah my mistake, apologies. I stand corrected. I was aware of semantic versioning so this x.x.x.x naming system threw me off. Thanks.

Going to put my hat in this too so I can keep updated on the issue. Both apps I use exhibit exactly what the OP image shows

Unable to choose between a) path under ix-application and b) hostpath. under Config Storage/Additional Storage
Under Advanced Settings for Apps the Enable host path safety checks is unchecked and all had been working just fine.
I noticed this after the Bluefin update to TrueNAS-SCALE-22.12.4.2.

Also I have a TN Scale VM set in Virtualbox that was upgraded to Cobia and it exhibits the same issue with apps that were setup after the upgrade. I do not know if the issue existed before the upgrade, but probably did as the VM was up to date on Bluefin before upgrading to Cobia.

Both apps have a host path setup when they were initially configured. Filebrowser browses a couple SMB shares.
Apps:
filebrowser 2.26.0_1.1.3 Pool1/APP_Configs/Filebrowser
netdata v1.43.2_1.0.37 Pool1/APP_Configs/Netdata
