After upgrading from 11.2 U8 to 11.3 Release /etc/hosts.allow is empty even though vi /conf/base/etc/hosts.allow has data in it.
ls -al /conf/base/etc/hosts.allow
-rw-r--r-- 1 root wheel 3783 Feb 23 15:22 /conf/base/etc/hosts.allow
ls -al /etc/hosts.allow
-rw-r--r-- 1 root wheel 0 Feb 23 15:33 /etc/hosts.allow
was trying to follow this to get fail2ban working after the upgrade, but every reboot /etc/hosts.allow is empty.

FreeNAS + Fail2ban for ssh block using hosts.allow
I used to use denyhosts but ran into issues with it after an update of freenas in the past. looked into fail2ban which can do the same thing, hope other people find this useful. Purpose: Block SSHD attempts after multiple failed attempts as the amount of attacks i get slows my connection down...

any ideas?
