10GbE performance issue in one direction

After having installed numerous kernels from https://kernel.ubuntu.com/~kernel-ppa/mainline/ I have now concluded that the regression on the Linux side happened between kernel versions 4.19.6 and 4.19.7. With that said, I will stop writing here and move to a Linux-centric forum / bug-reporter. I will add link here to that discussion once it has started for completeness.

Hi, as I'm still fiddling with some hardware optimization I could not resist anymore to test the SCALE project instead of the stable CORE system. Partly because of the hassle bringing up Resilio Sync without a supported plugin (I *love* licensing issues) and want to do it with docker instead...

I personally had something similar to that, to find out at the end that the problem came from one my jail (Plex) and its networking. If I stopped the jailers, the speed was great. so I redid the jail with another dedicated port, the problem got fixed. Might be worth checking that?
